There is not a whole lot to say, the advantage of simple layouts are that they are simple to explain, if you want to get a journal that looks like above, copy out the text from each of the files into their relevant sections (journalbody.txt for the body, journalfooter.txt for the footer (required to conform to the license) and journalcss.txt for the css).
Known Issues The fancy rollover pop out things don't work in IE6 and IE7, and have been effectively disabled as a result. I will eventually get around to finding a fix, but they are initially hidden in the first place because they're largely superfluous.
Notes The layout that I use for my journal is based on this, with the addition of a background image, if you wish to have the code for the image, let me know and I'll give you an alternate CSS file.
Go for it, the layout, and code itself is available under the Creative Commons Attribution Share-Alike license, which means you can copy the code as long as you attribute and share your modifications or additions.
That being said, the nature of the idea of hover menus is not new, and is in no way copyright to me :B.
